if peolple can get into the election office at night, all they need is the router. its possible they replaced them. mike is referring to the wan interface of the router. in a cisco router, the broadband connection can be different types from csu cards(t1 main frame to isdn). if the election office is using a additional modem in the case of a cisco commercial model. the mac id of the packets will correspond to an interface built into the router through an rj45 port. they could simply destroy the csu or t1 card to destroy the interface which was assigned that mac id displayed in the packets. its likely this equipment is destroyed which automatically voids the election
