Definitely 'r' and 't'. Could be 'h', but looks more like 'i', followed by 'a', 'c', or 'o'. Reflection on the pen is tricky, though.
It's a good possibility, Q maybe using the 'a' as a hint towards that, too. POTUS cite chapter verse of Constituion or other laws such as "…in accordance with Article…"
My first guess was -tion suffix, but plenty of other possibilities.
