A couple years back I ran across an article (sorry, don't have sauce) that indicated GHWB was a double agent between MI and [Them].
Early in his C_A years he was recruited by [Them] and he gladly came on board and played along. At the time [They] were a globally distributed mishmash that was not highly organized nor centralized. It was indicated in this article that Poppy rose to the top tiers and restructured [Them] into a lean mean fighting machine with clear channels of command. The double agent aspect is that he did this on his own to make [Them] far easier to track globally by MI.
By the time he was appointed president by [Them] he had played his part so well he was given the job of announcing [their] intent to conquor the world through the New World Order Speech.
That speech was given September 11, 1991
That was the day that MI initiated the action plant to take [them] down.
