There was a previous notable post very similar to that one. I dug for while. It seemed to me that BOP refers to bureau of prisons (federal). I noticed that the string of numbers was similar to Anthony Weiner's inmate registration # and it included the area code of the Federal Facility that he is detained in. Couldn't find the earlier one. It's archived now. I'm no expert at this. It was very very similar to the post you deciphered.
