Yes, the organizational culture is perverse, the people that work there are psychopaths, it has been tainted from the beginning. Hideous experiments on people, including torture just for the fun of it, assassinations, gun / drug / human trafficking. It's simultaneously the creator and outfielder for blowback. It's beyond redemption. Shut it down.
