If congress is on vacation (I'm not sure which branches are), and have decided not to return to DC, they have no right to say anything.

Their job, I believe, is to create emergency laws, regulations and protocols and provide funding for such scenarios.

Pretty sure Trump opened Pandora's Box when he posted on SM that there should have benn no Afghans on any military plane before US citizens were out of there. There's bullshit going on and Trump called them on it.
