When I said Global, I meant Global, China has something hooked to their backbone GLOBALLY, even if its just one city. All the highlighted numbers in the 2nd pic are interactive at the source and shows just how extensive their network goes.

In June of this year, it was announced that "The four China Telecom networks accepted by MANRS to date are AS4134, AS4809, AS23764 and AS36678. AS4134 seems to be the one under attack.
