The term Watch the Water was a clue to those who were familiar with the technology, that Q was one also familiar. Sort of a bona fide.

 

If they were to watch the water they would see their world collapsing, now and in the future.

I don't disagree. I doesn't invalidate the other information. If you don't know how to turn on the lights, a found flashlight seems like f'n magic from the future until you do.
