Someone brought this out but it gave me an idea as well.

 

"Did 11.3 verify when USA left Afghan??" Or is it about US?

 

11.3.1 End of Occupation. Belligerent (THEM) occupation ceases when the conditions for its application are no longer met.81 In particular, as discussed below, the status of belligerent occupation ceases when the invader (THEM) no longer factually governs (US) the occupied territory or when a hostile relationship no longer exists between the State of the occupied territory and the Occupying Power (Good luck with that).82

 

(THEIR) Belligerent occupation ends when the Occupying Power no longer has effectively placed the occupied territory under its control (voting them out or firing them).83 For example, an uprising by the local population (US) may prevent the Occupying Power from actually enforcing its authority over occupied territory. Similarly, the Occupying Power’s expulsion or complete withdrawal from the territory would also suffice because the former Occupying Power generally would not be able to control sufficiently the occupied territory

 

What if that is the point of 11.3 post. An uprising of the PEOPLE saying no to their control and illegal mandates. Once the military sees that the enemy truly doesn't have the support of the MAJORITY of the PEOPLE… only then can they act. Thus ending the occupation of a belligerent occupation… kicking the military into action to do the rest of the heavy lifting of removing the foreign invaders and cabal forces.
