Is there a tree overhead. Looks like raptor droppings. I have telephone pole near me that the ospreys eat fish on all the time. Looks like a fish graveyard at the bottom…pile of fish pieces. The hawks different places, but they drop fur pullings and stuff, so this actually looks like that.
