If it's something that can't be stopped, and they know it's coming, then what point does it serve to try and kill as many people as possible? They are acting desperate, and you only act desperate when you think you have a chance to survive in a limited window of time. So, in their mind, killing people gives them a chance at survival. Why would that be?

Assuming they know this was coming years ago, why not try to redeem yourself in some way, and completely avoid the blow by not doing what they're currently doing? They had a good thing going until they went all in and blew their cover, clearly out of desperation.
