This may be a little dated, but I doubt the procedure has changed much.
It may assist in providing a little MILAIR OCONUS info.
All US MILAIR ACFT have to have the mission Validated upon request. Once complete, Validator sends to AVN support unit (regardless of branch) that covers destination AO based on capability, crew availability, ect.
Scheduler receives request and compiles flight plans and outlines FIR boundary crossing. Pilots and Crews verify.
Request to LAND, RON, Overflight ect for EVERY country crossed must made in accordance with mission requirements and submitted through APACs and meet Point of Entry Host Nation regulations.
Host nation approves request in conjunction with US Embassy.
Every country has different requirements. Some 30 days out (Vietnam usually) some less depending on FCG guidance.
Bottom line, if hosting nation doesn't want you there or to even overfly their territory, you are not issued a Diplomatic Clearance Number. Without a valid DCN, you don't even leave the hanger.

That requires a dual DIP for landing unless overflight RPLL, direct WSAT for refuel.
Routing should be RPLL - VVDN (assumed).
Multiple landing requests for contingency planning are sometimes granted.
Anomaly detected in routing. RPLL - WSAT for Vietnam does not compute.
