For example, a pertinent tasty meme to remind doctors of their oath and warn about nuremberg. Printed and papered in hospital staff parking lots.
This might cause a reaction. Might get press, Might cause hospital staff/administration to address it. Might cause doctors to start questioning instead of blindly taking the administration's dictates.
