U.S. will extend COVID-19 transport mask mandate through Jan. 18, 2022

President Joe Biden's administration confirmed late on Tuesday it plans to extend requirements for travelers to wear masks on airplanes, trains and buses and at airports and train stations through Jan. 18 to address ongoing COVID-19 risks.

A Transportation Security Administration (TSA) spokesperson confirmed the extension, first reported by Reuters. "The purpose of TSA’s mask directive is to minimize the spread of COVID-19 on public transportation," the spokesperson said

Major U.S. airlines were informed of the planned extension on a call with TSA and Centers for Disease Control and Prevention (CDC) on Tuesday, four people briefed on the matter said.

The current TSA transportation mask order runs through Sept 13.

The extension reflects the impact of the highly transmissible Delta variant and is an acknowledgement that transit remains potentially risky, especially for unvaccinated people.

The move comes as U.S. airlines are grappling with whether to require employees to be vaccinated, while Canada said last week it plans to require all airline passengers to be vaccinated.

On Friday, Homeland Security Secretary Alejandro Mayorkas told CNN there was no discussion "at this time" about requiring vaccines for domestic airline passengers.

Association of Flight Attendants-CWA President Sara Nelson said the TSA mask mandate extension "will help tremendously to keep passengers and aviation workers safe."

The current CDC order, which has been in place since soon after Biden took office in January, requires the use of face masks on nearly all forms of public transportation.

It requires face masks to be worn by all travelers on airplanes, ships, trains, subways, buses, taxis and ride-shares and at transportation hubs such as airports, bus or ferry terminals, train and subway stations, and seaports.

The requirements have been the source of some friction, especially aboard U.S. airlines, where some travelers have refused to wear masks. The Federal Aviation Administration, which has instituted a "zero tolerance" enforcement effort on unruly passengers, said on Tuesday that since Jan. 1 it has received reports from airlines of 2,867 passengers refusing to wear masks.

TSA last month told Congress that since the start of the COVID-19 pandemic there have been over 85 physical assaults on TSA officers.

In some U.S. states, transportation hubs are among the only places where masks are still required. The CDC reversed course on July 27 and said fully vaccinated Americans should go back to wearing masks in all indoor public places in regions where the coronavirus is spreading rapidly.

The CDC recommendation currently applies to about 94% of U.S. counties.

The CDC on Tuesday cited the Delta variant's transmissibility in a statement explaining the mask mandate. "Wearing a well-fitting mask that covers your nose and mouth is a way to prevent germs from spreading between yourself and other people," it said.

A group of Republican lawmakers in July introduced legislation to prohibit mask mandates for public transport, and other Republicans want the CDC to exempt fully vaccinated Americans from the requirements.

The CDC mask order has no expiration date. The agency in June made a minor tweak to its rules, saying it would no longer require travelers to wear masks in outdoor transit hubs and in outdoor spaces on ferries and buses.

Last month, the CDC official who signed the mask order, Marty Cetron, told Reuters the transit mask mandates have been effective - and noted that children 11 and under cannot yet be vaccinated.

"Masks are really powerful and we should make sure they're part of our arsenal," Cetron said. "The truth is that the unvaccinated portion that's out there is extremely vulnerable."

United Airlines (UAL.O) said earlier this month it will require its 67,000 U.S. employees to get vaccinated by Oct. 25.

The Biden administration, citing the highly transmissible Delta variant and rising daily COVID-19 cases, has refused to lift any international travel restrictions that bar most non-U.S. citizens from the United States.

Airline officials think it will be weeks or even months before the administration lifts any existing travel restrictions.

Canada to require COVID-19 vaccines for federal workers

Canada on Friday said it will soon require all federal public servants and many other workers to be vaccinated against COVID-19, as it looks to boost its already world-leading inoculation rate amid a Delta variant-driven surge in new infections.

The vaccine mandate, which will also include air, train and cruise ship travelers, comes just two days ahead of an expected election call by Liberal Prime Minister Justin Trudeau and could prove to be a wedge issue in the campaign, with Conservatives quick to suggest it was an overstep.

He had not turned himself in, he said, because he believed right-wing protesters were collaborating with police, who will not protect him or his family.

Rescue dogs shot dead by NSW council due to COVID-19 restrictions

Several impounded dogs due to be rescued by a shelter have instead been shot dead by a rural council in NSW under its interpretation of COVID-19 restrictions, alarming animal activists and prompting a government probe.

Bourke Shire Council, in the state’s north-west, killed the dogs to prevent volunteers at a Cobar-based animal shelter from travelling to pick up the animals last week, according to council’s watchdog, the Office of Local Government.

“OLG has been informed that the council decided to take this course of action to protect its employees and community, including vulnerable Aboriginal populations, from the risk of COVID-19 transmission,” a spokesman from the government agency said.

The spokesman said the agency was examining the circumstances of the incident to find out whether companion animal and cruelty prevention laws had been broken.

The Herald attempted to contact the council administration multiple times, but received no response, and a member of Rural Outback Respite/Rescue – the shelter that was supposed to receive the dogs – declined to comment.

A source who is familiar with the arrangement said the shelter volunteers were distressed and had COVID-safe measures in place to handle the dogs, one of which was a new mother.

According to NSW Health, there have been no recent locally acquired COVID-19 cases in Cobar, although fragments of the virus have been found in the area’s sewerage system.

The Office of Local Government Minister Shelley Hancock, who has previously faced questions in Parliament over the shooting of animals in council pounds, did not comment. However, Animal Liberation campaigner Lisa Ryan called for an urgent investigation.

“We are deeply distressed and completely appalled by this callous dog shooting and we totally reject council’s unacceptable justifications that this killing was apparently undertaken as part of a COVID- safe plan,” Ms Ryan, Animal Liberation’s regional campaign manager, said.

Asked during budget estimates in March whether she knew about councils shooting animals to euthanise them, Ms Hancock said she didn’t.

“If it was a practice, I would be concerned about it — if it was a cat or a dog,” she said, before agreeing to answer questions on notice regarding the practice.

A later answer said councils weren’t required to tell the government how they killed animals under their care.

Ms Ryan said, based on the minister’s answers during the hearing, Ms Hancock was “clearly oblivious to the reality of the serious issues involving many NSW council pounds.”

Greens animal welfare spokeswoman Abigail Boyd said the government had undertaken no action since the issues had been raised with Ms Hancock during the parliamentary hearing.

“While the Liberal-National government twiddles its thumbs on animal welfare issues, more animals are being killed,” she said.

“Council pounds are paid for by local communities, and it is clear that shooting lost and unclaimed dogs housed in these publicly funded facilities falls far short of community expectations.”

The OLG spokesman said the agency issued advice to all councils about operating pounds during the COVID-19 outbreak, including changing procedures to ensure those services continued while keeping staff and volunteers safe.

“Councils are also encouraged to continue to work with re-homing organisations and volunteers to care for animals, where that can be undertaken consistent with NSW Health advice,” the spokesman said.

On July 30, the agency said pounds and shelters could remain open to the public and, as people involved in animal welfare, their staff were authorised workers in locked-down areas.

“Accordingly, prospective new owners should still be encouraged to “adopt not shop”, consistent with NSW Health advice,” the OLG stated.
