I think Bidan was in a deal to bring in Afghans, possibly for 911 propaganda, and it went pear-shaped.
Bidan got rolled, and that may have endangered troops. Last thing he wanted was military POWs, so he panicked and pulled them. Something along those lines, anyway. Not sure.
