I'd say more people believe it than are willing to admit it. Deep down, they know that "the plan" isn't going to go as they thought and/or hoped. But, they cling to it…so much time invested that they feel they can't let go, because it'd be a waste. Search "Sunk Cost Fallacy"…and you'll understand.
