What if it was never going to be possible to clean out the corruption and achieve justice through legal & political methods, and Q team knew that in advance. But they were required to try that first anyway.

Maybe they had to attempt every possible approach before doing what they knew would be required in the end, on order to prove that no ordinary means were sufficient to stop the crimes and bring justice. And to prove that the positions at the top that should have been part of the clean-up are actually a major part of the problem and they tried to cover up the crimes.

And only then would Q team & USMIL get the green light from those who decide such things that it's time to do it the 'unthinkable' way, and also have all the evidence to show to the public after the dust settles?
