Been going on for centuries. Happened to Russia in 1917. Surprisingly, second plank of the Central Platform of the Communist Manifesto is "A Steep Progressive Income Tax" and the fifth plank is "All credit creation in the hands of the State."

Both of these things happened here 4 years before the Bolshevik Revolution.
