Doubtful… "witness protection" at the Federal, State and/or Local level has to be approved by multiple layers of supervision within the authorizing / requesting agency, and then signed off by the Judge overseeing the criminal case.
Unless there's an active ongoing criminal case, there's no preemptive witness protection.
I've never heard of any military courts martial having a witness protection option / program.
Any possible criminal activity contained within this forensic audit report would have to be prosecuted by the AZ Attorney General and I don't believe he's even see the audit report.
