Not quite jailing him but trying to bankrupt him - thats called standover, a MAFIA tactic.
It was an indictment of the Aussie Health deep rig, just like in the USA and Canada, where they threaten to invalidate your medical license. This is what the Eureka Stockade was about - the government wanted to tax aka license the gold miners, but the rebels knew that once you were a miner at the pleasure of the bureaucrats… they have the power to take the License or official approval away and starve you.
