"Proper" web design uses HTML to define what type of content the text is. Maybe it's a list, or a table, or just a simple paragraph of text. The CSS, Cascading Style Sheets, makes it look pretty and positions it into what you're used to seeing normally with colors, margins, and fonts and whatnot.
So when you see "raw" text like this then consider that the CSS hasn't loaded. Hence, refresh and it will probably go away. Not always true, but definitely the first troubleshooting step you should do.
