Soviet Russia was the globalists' idea of what the world should look like. The USSR was a fully cabal-controlled state.

The USSR was originally intended to start WW3. However, patriots across the USSR caused it to fail prematurely. Since then, the remaining cabal-influenced states have been hard at work isolating and weakening Russia, lying to their population about the activities of the Russian bogeyman, and trying to bring Russia back under the control of the cabal.

The 16 year plan wasn't the original plan. It was a backup to this original plan to use the USSR.
