like with Afghanistan/Taliban the US government was secretly negotiating with Vietcong before it left, the memorandum of understanding was that Vietnam will return the POWs and the US will pay some reparations for the destruction …
but after the war was oveer the US government declared the the US never loses wars so it's not going to pay reparations … and the remaining POWs staid in Vietnam.
During the 80s and 90s the congress tried to find out what happened to the POWs left behind but Senator McCain always torpedoed this attempts, probably because he didn't want to see any POW that knew his hero stories were total BS. So the POWs were left there.
