This happens at all government agencies. Boeing CEOs or board members become Secretaries of Defense or vice versa, SEC commissioners work for financial institutions. It's called "Capture."
To be honest, regulatory agencies only exist to legitimize the monopolies and improve the profits of the agencies they supposedly regulate. Remember how Bernie Madoff married off his niece to the SEC guy that was investigating him? Or Trump's Boeing man that ran the Pentago after Mattis? Gottlien (another Trump product) heading to Pfizer is just par for the course.
