I think the airport is fenced off, and these are access points onto the airport property on different streets.

Troops would be deployed to secure a specific gate, maybe a specially created one, but not all of them. US citizens would be told where the gate is that is secure. I wouldn't think that info would be made public, rather given to US citizens only. Thus the wording about following instructions.
