6:37 a.m. Harris County Judge Lina Hidalgo accused Precinct 4 Commissioner Jack Cagle of lying about an $11 million contract to conduct vaccine outreach Tuesday, reports the Chronicle's Zach Despart.

 

Hidalgo claimed Cagle was fomenting conspiracy theories that led to threats against her, while the Republican said Hidalgo's administration was not being transparent.

 

"Bring it on, y’all," Hidalgo said. "Because there is nothing here other than an appropriate COVID response and someone who has gone to lengths to avoid even the appearance of a conflict of interest."

Rice's implemented pre-semester testing on Aug. 13 that included 81 COVID positives out of around 4,500 people tested over nine days, resulting a 2 percent positivity rate, the Houston Chronicle's Brittany Britto reported. The 2 percent rate caused major concerns for the university because it was much higher than the 0.24 percent positivity rate Rice accrued over the last academic school year, said Kevin E. Kirby, who serves as chair of Rice’s crisis management advisory committee. Based on this data, Rice decided to begin the fall semester online and implemented several restrictions, including a ban on dining in groups indoors and drinking alcohol on campus and a delayed move-in.

 

However, the university began re-examining the data after they noticed some inconsistenciesMost of the positivetests came from one providerAdditionally, more than90 percent ofthose reportedinfections were from community members who were fully vaccinated and 75 percent of those tests were from people who reported no symptoms. After re-testing, results showed the the positivity rate at Rice for those nine days was 0.6 percentnot the 2 percent originally reported.==
