I would hope this idea would get squashed in a hurry if they try to impose it nationwide. It's bad enough that property tax is imposed at all.
Any site can host a video. It's just a matter of whether you want to use your data allotment on videos. Plus, serving videos increases the bandwidth costs of the site. As long as YouTube will host and serve videos for free, let 'em. But have copies of your videos somewhere in case they get deleted and you need to host them yourself.
