Huber was originally appointed by Obama. If Obama's residency is found to be illegitimate, which now seems likely, everything he touched will be illegitimate (all appointments, orders, signatures…everything) and void. Huber had to be removed and reappointed to ensure his work does not fall subject to legitimacy concerns.
