Not here in Wales.
The Welsh Assembly recently legislated that 16 year olds are now eligible to vote as well as foreign citizens.

However, today I received a letter requesting I update household voter details (anon has not nor will ever be registered to vote because fuck you!).
This letter, in the second sentence, states that everyone who lives in Wales and is 14 or over can now register to vote.
