I read the whole article at huff post. He's been initially approved by the 2-person team at the hearing, now the decision goes to the state parole board for review and then to the governor. Both the board and the gov can decide to rescind, approve or modify the decision.

I haven't figured it out. Initially it looked like he was duped by the experts on the ventilator requirement. They told him they wouldn't have enough. I think they leaked that to the press, then he was asked about it at the press conference. He appeared very sincere about meeting an expected need. However he often said they would be good for other things, but did not specify what things.
