MIL should arrest some, not most, but a few Police.
A warrant is required before they may enter your home without your permission or probable cause, and one is needed for your arrest. Definitely don't shoot my dog with a stun gun then lie on the police report about the location of the incident or the circumstances. Especially when I have video proving otherwise.
