Ontario to institute vaccine passport system

Premier Doug Ford previously said a passport system might create a 'split society'

Ontario will announce a form of proof-of-vaccine certification — commonly known as a "vaccine passport" — for the province, sources tell CBC News. The plan is expected to be revealed early next week.

Sources with knowledge of the plan spoke on condition of confidentiality because they weren't authorized to speak publicly.

The implementation of the COVID-19 vaccine passport will be discussed at a cabinet meeting scheduled for Tuesday. Sources say that while some cabinet members are opposed to a vaccine passport, the program will go ahead.

The possibility of a vaccine passport for Ontario was first reported by Global News.

Pressure has mounted on Premier Doug Ford's government in recent weeks to institute some sort of vaccine passport as the province navigates a fourth wave of the pandemic driven by the delta variant.

Many local medical officers of health, as well as mayors of some of Ontario's biggest cities and independent medical experts, have publicly joined the chorus, saying a clear, effective provincewide system is needed to avoid confusion and curb the current wave.

Quebec and B.C. already have created smartphone-based vaccine passports that people can use to prove their COVID-19 immunization status in commercial or public spaces — everything from bars and restaurants to bowling alleys and hockey rinks — where provincial law will soon require proof of a shot before entry.

Manitoba has also announced plans for a vaccine mandate that will restrict restaurants, fitness centres, theatres and ticketed sporting events to people who show proof of vaccination.

Ford has resisted passports

The provincial government had said as recently as Wednesday that it was not planning to implement vaccine passports in Ontario.

A spokesperson for the minister of health told CBC News earlier this week that Ontario would not be moving to a system similar to Quebec's, following comments by the Eastern Ontario Health Unit's Medical Officer of Health Dr. Paul Roumeliotis that seemed to suggest otherwise.

Until now, Ontario has resisted the idea, with Ford saying he doesn't want a "split society."

The province has also said Ontarians have the option of printing out their electronic vaccination receipts if needed, though critics have pointed out that printouts can easily be forged.

On Wednesday, Peel Region's medical officer of health also threw his support behind a vaccine certificate program, saying he was exploring local options in case the province didn't step up with one. Toronto Mayor John Tory similarly said earlier this month that he supports such a program.

Business groups such as the Ontario Chamber of Commerce, the Canadian Federation of Independent Business and the Toronto Region Board of Trade have also called for a vaccine certificate system as a way to avoid a fourth-wave lockdown.

While campaigning Friday, Liberal Leader Justin Trudeau also announced a billion-dollar fund to help provinces create their own vaccine passports, and called on Ford to "step up" and implement one.

If a province requires that everyone at a local restaurant, gym or other non-essential business location be fully vaccinated and show proof of vaccination, Trudeau said, Ottawa would pay for the development and the rollout of that program.

"It keeps people safe. It encourages everyone to do the right thing. It keeps our businesses open and it keeps our economy rebuilding," Trudeau said.

In a statement following the news, Green Party of Ontario Leader Mike Schreiner called on Ford to "put politics and ideology aside" and act immediately to implement the passports.

"This is an announcement that should have come weeks ago. But Ford was nowhere to be seen.

"Other provinces are well on their way to releasing vaccine certificates to protect residents and help small businesses stay open. But Doug Ford once again has Ontario playing catch up," he said.

Prosecutors declined to argue Sirhan Sirhan should remain in prison

For 15 years, Robert F. Kennedy's assassin was denied parole by a California parole board that maintained Sirhan Sirhan did not show adequate remorse or understand the enormity of his crime that rocked the nation and the world in 1968.

But on Friday, the two-person panel said he appeared to be a different man, even from his last hearing in 2016, and granted the 77-year-old prisoner parole. Two of RFK's sons, going against several of their siblings' wishes, said they also supported releasing him and prosecutors declined to argue he should be kept behind bars. But the governor ultimately will decide if he leaves prison.

The board found Sirhan no longer poses a threat to society, noting that he had enrolled in more than 20 programs including anger management classes, Tai Chi and Alcoholics Anonymous meetings, even during the coronavirus pandemic.

"We think that you have grown," parole board commissioner Robert Barton said.

'A human being worthy of compassion'

Douglas Kennedy was a toddler when his father was gunned down in 1968. He told a two-person board panel that he was moved to tears by Sirhan's remorse and that the 77-year-old should be released if he's not a threat to others.

"I'm overwhelmed just by being able to view Mr. Sirhan face to face," he said. "I've lived my life both in fear of him and his name in one way or another. And I am grateful today to see him as a human being worthy of compassion and love."

Six of Kennedy's nine surviving children, however, said they were shocked by the vote and urged Gov. Gavin Newsom to reverse the parole board's decision and keep Sirhan behind bars.

"He took our father from our family and he took him from America," the six siblings wrote in a statement late Friday. "We are in disbelief that this man would be recommended for release.

The statement was signed by Joseph P. Kennedy II, Courtney Kennedy, Kerry Kennedy, Christopher G. Kennedy, Maxwell T. Kennedy and Rory Kennedy.

Release not assured

But another sibling, Robert F. Kennedy Jr., has spoken in favour of his release in the past and wrote in favour of paroling Sirhan. He said in the letter that he met him in prison and was moved by Sirhan, "who wept, clinching my hands, and asked for forgiveness.

"While nobody can speak definitively on behalf of my father, I firmly believe that based on his own consuming commitment to fairness and justice, that he would strongly encourage this board to release Mr. Sirhan because of Sirhan's impressive record of rehabilitation," he said in a letter submitted during the hearing to the board.

Sirhan, whose hair is white, smiled, thanked the board and gave a thumbs-up after the decision to grant parole was announced. It was a major victory in his 16th attempt at parole after he's served 53 years. But it does not assure his release.

The ruling will be reviewed over the next 120 days by the board's staff. Then it will be sent to the governor, who will have 30 days to decide whether to grant it, reverse it or modify it. If Sirhan is freed, he must live in a transitional home for six months, enrol in an alcohol abuse program and get therapy.

Senator gunned down in 1963

Robert F. Kennedy was a U.S. senator from New York and the brother of president John F. Kennedy, who was assassinated in 1963. RFK was seeking the Democratic presidential nomination when he was gunned down at the Ambassador Hotel in Los Angeles moments after delivering a victory speech in the pivotal California primary. Five others were wounded.

Sirhan, who insists he doesn't remember the shooting and had been drinking alcohol just beforehand, was convicted of first-degree murder. He was sentenced to death after his conviction, but that sentence was commuted to life when the California Supreme Court briefly outlawed capital punishment in 1972.

On Friday, Sirhan again said he didn't recall the killing but he made multiple attempts to show nonetheless he takes responsibility for the harm he caused.

"Sen. Kennedy was the hope of the world ….. and I harmed all of them and it pains me to experience that, the knowledge for such a horrible deed, if I did in fact do that," said Sirhan, appearing on camera from a San Diego County prison at the virtual proceeding, wearing his blue prison uniform, a paper towel folded as a handkerchief peeking from his shirt pocket.

Not likely to reoffend

Barton said that was progress.

"We saw the improvement that you've made, and all of the other mitigating factors, and we did not find that your lack of taking complete responsibility" for the crime as proof of currently being dangerous to society, Barton said.

Because of laws passed in 2018, the board was required to take into account this time the fact that he had suffered childhood trauma from the conflict in the Middle East, committed the offence at a young age and is now an elderly prisoner.

The board found that despite the magnitude of the crime, he wasn't likely to reoffend and didn't pose an unreasonable threat to public safety.

"Notwithstanding its atrocity, its impact, not just on the families and the victims and the nation as a whole and perhaps the world as a whole — if you were sentenced to life without parole that would be a different matter, but you were sent to life with parole," Barton said.

Trudeau campaign rally cancelled over security concerns amid protests

Dozens of angry protesters chant obscenities at leader's Ontario event

Liberal Leader Justin Trudeau is vowing to meet "anger with compassion" after a campaign rally was cancelled amid protests.

Trudeau was expected to address supporters Friday evening in Bolton, Ont., but the event was cancelled over security concerns.

Dozens of angry protesters, who outnumbered Liberal supporters, gathered near the Bolton rally and began chanting obscenities before Trudeau could make his address.

After a nearly two-hour delay, a man took to the loud speaker to announce that the event was cancelled, to which the crowd reacted with more shouting.

The OPP was called in to escort the campaign bus away from the site.

Trudeau spoke to reporters later Friday evening at a park in nearby Brampton. He said he recognized that the pandemic has been hard on everyone, including those who protested at his event.

"We all had a difficult year. Those folks out protesting, they had a difficult year too, and I know and I hear the anger, the frustration, perhaps the fear," he said.

"I know we have to work even harder to be there for each other, to support each other. We need to meet that anger with compassion."

Trudeau said the event was cancelled because they couldn't ensure people's safety at the event.

He added that he has never seen this level of anger or intensity on a campaign trail, including his time as a kid when campaigning with his father, former prime minister Pierre Trudeau.

"I think this is something that Canadians, all of us, need to reflect on, because it's not who we are," he said.

The rally's cancellation comes amid heightened tensions on the campaign for both Trudeau and other leaders.

Trudeau was met by anti-vaccine protests in Surrey, B.C., on Wednesday afternoon, some shouting at him that they were refusing to get a COVID-19 vaccine.

NDP Leader Jagmeet Singh had a racist remark directed at him while campaigning on Wednesday in Windsor, Ont.

During Singh's campaign event in a park, a man shouted "go back home" from a passing vehicle. Singh, who was born in Scarborough, Ont., and raised in Windsor, continued his speech undeterred.

On Friday alone, Trudeau was faced with two crowds of angry protesters.

Demonstrators gathered first during an earlier Liberal campaign stop in Nobleton, Ont. on Friday afternoon.

The Nobleton stop was meant to be a photo-op at a local bakery but was quickly disrupted by the crowd, who appeared to be protesting against pandemic policies.

Before the Liberal campaign bus arrived at the location, the demonstrators had gathered outside, holding signs reading things such as "Trudeau Treason."

Once the bus pulled up, the crowd starting booing and shouting, which only intensified after the Liberal leader stepped off the bus.

As Trudeau made his way toward the entrance of the bakery, protesters followed him and his RCMP security contingent, continuing to shout and give him the middle finger.

Once inside, Trudeau toured the bakery and spoke with the owners and some employees before making his way around a seated area to speak to a few patrons.

A few protesters entered the bakery unmasked and began to follow Trudeau.

One woman shouted "why are you threatening segregation?" presumably in reference to the Liberal's promise of a billion-dollar fund to help provinces create their own vaccine passports, while another woman yelled "leave the kids alone!"

As Trudeau left the bakery to return to his campaign bus, demonstrators lined his path and continued to shout and gesture at him.

Conservative Leader Erin O'Toole tweeted a message on Friday night after his party condemned the use of language and obscene gestures at Trudeau's campaign stops.

"Canada is a country where people can express their political views, but we must do so peacefully and orderly," O'Toole wrote. "No one deserves to be subjected to harassment and obscenities."

The NDP's Singh also posted a message on Twitter, saying everyone "deserves to be safe on the campaign trail."

"I am very sorry to hear this happened tonight to Mr. Trudeau and the Liberal team and I hope that everyone is ok," Singh wrote.

Bulletproof vest worn during 2019 campaign

Trudeau wore a bulletproof vest at a rally in Mississauga, Ont., during the 2019 campaign.

During that rally, uniformed tactical officers wearing heavy backpacks surrounded the Liberal leader as he addressed the crowd. His wife, Sophie Grégoire Trudeau, was initially supposed to introduce him but did not appear on stage.

Trudeau delivered the speech at the 2019 rally without incident, then shook hands with numerous supporters lining the stage and in the crowd as he left the venue.

At the time, government sources confirmed an increase in online posts condoning violence during the campaign.

China lab seeks patent on use of Gilead's coronavirus treatment

A state-run Chinese research institute has applied for a patent on the use of Gilead Sciences’ experimental U.S. antiviral drug, which scientists think could provide treatment for the coronavirus that has killed hundreds and infected thousands.

The Wuhan Institute of Virology of the China Academy of Sciences, based in the city where the outbreak is believed to have originated, said in a statement on Tuesday it applied to patent the use of Remdesivir, an antiviral drug developed by Gilead GILD.O, to treat the virus.

A study published in the New England Journal of Medicine last week reported a coronavirus patient in the United States was found to show an improvement after taking Remdesivir, which is also used to treat infectious diseases such as Ebola.

The Wuhan Institute of Virology did not respond to Reuters’ request for comment.

“Even if the Wuhan Institute’s application gets authorized, the role is very limited because Gilead still owns the fundamental patent of the drug,” said Zhao Youbin, a Shanghai-based intellectual property counsel at Purplevine IP Service Co.

“Any exploitation of the patent must seek approval from Gilead.”

Gilead did not immediately respond to request for comment but last week said it was working with China to test Remdesivir for use in a small number of patients with the coronavirus.

The application was submitted jointly with the Military Medicine Institute of the People’s Liberation Army Academy of Military Science, according to the Wuhan Institute of Virology.

Scientists from both institutes said in a paper published in Nature’s Cell Research on Tuesday that they found both Remdesivir and Chloroquine, which is used to treat malaria, to be an effective way to inhibit the coronavirus.

The Wuhan-based laboratory said in its statement that the patent application was filed on Jan. 21 and aimed at protecting China’s national interests. However, it said it would temporarily drop its patent claims if the opportunity arose to collaborate with foreign pharmaceutical firms to fight the epidemic.
