Mandalay Bay isn't in that photo. We're looking south, and the uppermost hotel is Excaliber. Luxor is south of that and Mandalay Bay is further still. Focus seems to be on Caesar's/Bellagio.

The Mandalay Bay is 2 blocks south of where the picture stops. It's well south of Tropicana.
