Maybe the eyes in the sky, had eyes on the roof of the mandalay. Also read that some SA asshole owned the penthouse there. heli?
probably makes sense because mandalay is not in this image. It's on the other side of luxor which is also out of the frame just past excalibur (only been there a few times, not sure on the exact logistics).
