Selective or magnet would mean kids have to qualify in. Magnet schools, for example, specialize in a certain discipline and kids with talent in that discipline would go there.
It's a way for some kids to get out of neighborhood schools, thus longer bus rides. It doesn't necessarily mean, though, that they are better schools. Students would be the same same demographic as neighborhood schools.
Rich kids would still go private or, if middle class, charter to avoid the neighborhood school demographic, I think. Those schools would have their own transportation system..

The number lookup database was corrupted so that using the text address could'nt find it.
Ex.ww.site.com is actually accessed by a number. There are databases (think phonebooks) that convert the www.site.com you type in the address bar to the correct number. Words are easier to remember than numbers, so that process became the norm.
If the name to number lookup is FUBARed you won't be able to access the site.
The hosts fix hard codes the 8kun image server address to the correct number so it doesn't need the FUBARed number lookup database.
