It's obvious nonsense, but I believe for a different reason- that they are trying to push booster shots, that people don't 'stay vaccinated' for very long, and they must continue injections forever.
Even an intentional chemical spill/release would not result in the Department of Defense showing up. The DOD is involved with the COVID-19 Response Team, who basically took over from Operation Warp Speed, so that probably explains their involvement. However, since we are involved in a large-scale Military Operation/War, anything is possible.
Maybe he is part of a cell operating here that some of those coming from Afghanistan have a connection to/knowledge of.
