There are two types of "nukes", one is a physical bomb, and the other is powerful evidence/blackmail. "Nuclear" blackmail can cause or end a war. Seems strange? One has to remember that we are viewed as sheep or pawns. Our governments and dictators, other than the few great men and women, i.e. Trump, Regan, etc., are all puppets. So, blackmail can be a huge leverage against the puppet masters, and hence the "nuclear bomb" capabilities.

So, instead of using a "nuke" against another country, those in possession of the blackmail covertly hand it over to the other country. This doesn't mean it won't be used against the puppet masters, it just won't be used against countries as a whole.
