That sort of filtering isn't as difficult as you may think…
I do it for a living in legal software (have for about 5 years now).
Surprising how simple it is to sift through extremely large sets of files/images/emails etc. when you have the right keyword filters set up etc.

Alexa and SIRI can 'talk' to each other to perform coordinated actions without any knowledge of the device owners - this much is main stream already.
If that's possible - and public - then it's almost a certainty that pictures can be taken without the user knowing.
Besides, it's no different than VNC software allowing IT operators from surveiling corporate users activities on their workstations real time - and again, completely without the user knowing it.

GPS - how many of 'you' keep your GPS on at all times? Beyond that, cell phones can be tracked via triangulation even w/out GPS turned on. That's how the 911 cellular system works - each phone has to promiscuously announce its presence, with a unique GUID - and all available cell towers respond.

Just capture images at a rate of 1 every few seconds from every available optical capture device within a given area and then filter out the obviously useless ones. Regardless of who the device owner is.
Never touch a sacred cow. Let them make that discovery on their own - otherwise they'll never believe it.
