Just thinking off the top of my head, what if the eff bee eye ran a fake investigation after 9/11 to cover everybodys' asses in the far future, when records are declassed - fifty years I think it is.
So they make up a story, not mentioning Bush & Co, and whoever else was involved, but aimed at some fictional patsies (or real ones that are dead or unwanted).
