Q, i need advice.

Today, twice, i recieved a phone call. Odd thing was it was only a three number phone number. Never seen that before. When i answered there was a playback system working. I would talk and it would repeat what i said in my own voice after a couple seconds. I was tired at the time and didnt connect the three number phone number as a representation of three letter agency. Found it interesting though.
