As far as I know, there has been no mention of locking us out of medicare. All Australians pay a Medicare levy in our taxes, not sure how little Danny Boy would swindle that one. He definitely only wants a "vaccinated economy" but that means that all store-owners etcetera, need to be on-board and to be honest, mom and dad businesses that have managed to survive lockdowns, are unlikely to tow-the-line as it would kill yet another revenue stream for them.
