Everything that crosses a switch is collectable. If it crosses a switch known to be connected to a watched party, it'll get swept up and they'll be added as a 1-hop contact. A lot of surveillance is based on degrees of separation, usually 2 hops, but sometimes 3. You can see how even innocent people can easily get swept up.
Assume all comms across a switch are monitored and act accordingly. That doesn't mean be a sheep. Understand malicious compliance and serve them what you want them to eat.
As for your friend, speak away from electronics, and do your business by hand.
