This is how our entire world has been run! Just like the advent of the legal entity known as a "Corporation", this in law (tax and criminal law) is considered a legal entity (just like a person). However, all the liability stops at the corporation, thereby protecting the assets of the executives that ran that corporation. And voila! You and your assets are now protected by this new law and you can commit all types of human atrocities!
This is what they do. They just make laws to make their illegal and corrupt actions nice and legal - for them!
In Hobbs case, she is just digging herself deeper in a hole because we see it all now! POTUS Trump helped to pull back the curtain!
