FWIW I never know about this book until the Q post. In short, Cooper says there so much BS it's hard to discern the truth. But he could say, without doubt, the tech existed. There are other parts of that book that folks need to read. The one on secret societies, and the Protocols of Sion, which I am slogging trough right now.
That said Cooper made certain predictions on igniting Jupiter to become a secondary sun for the coming ice age and the year 2000 events that never happened
