Ulysses’s Grant has issues with the Jooden during the civil war. From wat I recall they would followed the union army as they marched village to village as the army was following the scorched earth policy they would burn everything.
The strategy was to rain hell down on there fellow countrymen making all aspects of life as hard as they could to force them to the table and ultimately rejoin the United States.
The issue was with the joo cotton traders that I do know but my knowledge is fairly limited beyond that enough I would not want to make assertions.
I do know there was either a law or an executive order to prevent them from continuing with the actions that was making creating war with the south harder to achieve.
