If you're theorizing "end of shit" scenarios, then truthfully, the country will continue to function, but more at a "local" level. Communities will pull together to "keep the power on", so to speak. Like you say, bartering for local resources, food, etc. will end up happening. That neighbor you make fun of for keeping horses around will end up being your greatest ally/asset unless you live in a town adjacent to a refinery. But let's be honest, that's "doomsday" shit, and we'd have much bigger problems with foreign invaders and standing armies, at that point, than anything else. I don't think the white hats planned for that because what seems to be happening is PDJT worked the deal to keep something like that from being the case. Worldwide, new powers are rising, old ones are falling, and trade partnerships for regional growth and development are going to start popping up. Look at Afghanistan, for example.

What also seemed to have worked its way into the plan was, perhaps, a little moral reckoning for USA. If that means Americans need to fall on some hard times to remember their roots, then so be it. It'll be a return to morality, small farms, family, some religion, and local/states rights doctrine, while getting interpretation of the constitution back to a point where anything non-textualist is considered outright communist propaganda. USA will eventually be vastly independent for just about everything again, and eventually leading the way in a new world of non-interventionism agreed upon by all world leaders. True human progress; just like God intended.
