Speaking from a Britbong perspective (and I think the US might be worse off), we also need to seriously fix the compulsory education system.
Kids come out of school here having learned nothing except that it's not cool to learn things. It was bad when I was there, but it seems to have gone nuclear in the past few years. I'm often appalled by the behaviour of kids on the street, and I come from a small town where people behave pretty well most of the time.
