POTUS was not in charge when it came to the pandemic. SES put Fauci in charge. POTUS could not directly contradict Fauci. So we got to a place where he was in a "do what I do, not what I say" conundrum, where if he spoke out against whatever Fauci said, he could be removed, but if he made polite noises and demonstrated by personal example, once again, watch what I do and not what I say, you would get it that HCQ is a "vaccine" in that it prevents transmission.
