I like the theory, but I think Red October is financial. The bankers (Insurance companies/Hedge Funds) want X# of unprofitable sick people dead, since they lost the Individual Mandate in Obamacare. The Individual Mandate was supposed to guarantee them tons of profits by forcing every American to buy health insurance, regardless of want or need. Now people are going years without insurance, only buying in later in life. That reduces the "pool" and increases costs to poolees, and the insurance provider. They are killing people to try to balance the books.
