In 2016, William Arkin and Robert Windrem reported that three dozen live nuclear weapons were aboard strategic bombers at three US Air Force bases that day. The other bases were almost certainly Minot AFB in North Dakota and Whiteman AFB in Missouri.
Coincidentally, Russia was also in the midst of its own nuclear war exercise. When Russian intelligence detected signs the United States was preparing to move to DEFCON 3, Vladimir Putin urgently tried to reach President Bush to clarify what was going on.
For 30 minutes, the White House communications office tried but failed to establish a secure link between Air Force One and the Kremlin. National Security Advisor Condoleezza Rice (who speaks Russian), finally got on the phone with President Putin to arrange a mutual stand-down.
In the midst of all that, NORAD and the FAA were implementing SCATANA (Security Control of Air Traffic and Navigation Aids), an emergency plan developed in the 1960s to ground all non-military aircraft in US airspace that was intended for use only in an all-out nuclear war.
At 9:25am EDT, all aircraft nationwide not already airborne were grounded, and those in the air were ordered to return to their point of origin or land at a nearby airport. By 2:07pm, all domestic flights were grounded and by 5:30pm, all int'l flights were on US or Canadian soil.
Until September 11, 2001, SCATANA—was was designed to provide unrestricted airspace for US bombers and ballistic missiles—had never been fully implemented, although it was partially activated on November 9, 1979, during a nuclear false alarm at NORAD.
In fact, a modified version of SCATANA was implemented on 9/11. While all civilian aircraft were grounded, ground navigation aids were not turned off (as they would have been during a nuclear attack), allowing planes to safely navigate to their new and unexpected destinations.

At 8:50am today (11/11) in 1979, data from a full-scale Soviet nuclear decapitation attack simulation running at NORAD were inexplicably sent to live warning displays there, at SAC, the NMCC, and the ANMCC at Site R, triggering a false alert and a ~6-minute threat assessment conference.

“… software simulating a Soviet missile attack [on] NORAD's … computers ‘was inexplicably transferred into the regular warning display’ …. Indeed, NORAD's Commander-in-chief later acknowledged that the ‘precise mode of failure could not be replicated.’”
During this false alarm, NORAD activated all air defense interceptors and at least 10 planes took off, as did the president's "doomsday plane." Some air traffic controllers were ordered to immediately ground all commercial aircraft. At no point were POTUS or the SecDef notified.
This latter point greatly concerned Secretary of State Cyrus Vance, who cabled President Carter shortly after the incident: "It turns out the world can find itself on the brink of a precipice without the knowledge of the president or other US leaders."
Four days later, Soviet General Secretary Brezhnev directed his US ambassador, Anatoly Dobrynin, to deliver a private oral message to Carter expressing "extreme anxiety" about the incident, which had been widely reported (and may also have been detected by Soviet intelligence).

The U.S. CENTCOM area of responsibility (AOR) spans more than 4 million square miles and is populated by more than 560 million people from 25 ethnic groups, speaking 20 languages with hundreds of dialects and confessing multiple religions which transect national borders. The demographics in the AOR create opportunities for tension and rivalry.
The geography of the region consists of the intersection of three continents and globally vital commercial sea lanes, flight corridors, pipelines and overland routes. The 20 nations of the AOR, which stretches from Northeast Africa across the Middle East to Central and South Asia, have forms of governance ranging across the political spectrum, including emerging democracies, hereditary monarchies, autocracies, and Islamist theocratic regimes.
The central region is among the least secure and stable places of the world. Adversarial relationships among neighboring states, widespread ethnic and sectarian struggles, malign influence and destabilizing activities, cyber-based threats, and growing arsenals of sophisticated conventional weapons and weapons of mass destruction all combine to imperil enduring U.S. vital national interests, as well as those of our trusted partners and allies.
